Acception to Policy letter Question

Besides having a current 522 form and the exception to policy letter from my commander my packed is complete to route up. My question is, if my commander signs my letter with a non-concur and I still send the package, would this automatically eliminate me from being selected for indoc. I am in a balanced career field also.
