I have searched this, and it was half answered half not so I reckon I'll just ask it outright.

I am a upcoming sophmore. I was wondering when would the sweet spot be to begin my package, and submit it so that all my ducks can fall in a row without any procrastination or rushing.

Also, side questions. This isn't worth starting a new thread over... but do you swin the 1500M with fins for the PFA they run on you?

What was "half answered"? This is from the STO package:

ROTC/USAF Academy Cadets: Cadets should submit a Phase I package by 7 January of their junior year. Attending Phase II in April of the junior year will allow adequate time to code cadets with the 13D1B AFSC should they be selected. If not selected at Phase II, cadets can continue in their chosen AFSC. Senior cadets are not prohibited from applying; however, these applications will be handled on a case-by-case basis with the Line Officer Accessions Program Manager at AFPC/DPPAO.

Your swim question is also answered in the STO package:

swim: 1500 meters non-stop -- any stroke except backstroke (no fins)

Just follow up on the strokes, we are allowed to chance strokes mid swim, or as often as we'd like right? and there is no kicking off of the wall also correct?

The half answer was when to submit the package, 7 january, the unanswered half was when to begin it. I don't want to start working on it to late and run out of time. I also don't want to start to early and maybe miss things that I could have put on it. I was wondering about when did people start putting thier packet together as far as gettin the cadre's signatures on things and such. Working on recommendations ect.

There is no way anyone can answer your question about when to start a package...it would be a WAG anyway...it's up to you to plan for that...only you know how your chain of command works, what internal suspenses exist, and who will or will not be available for signatures.

You can change strokes but shouldn't have to...no idea on kicking off the wall, do it both ways for practice.
