Guy qualifies for CCT/PJ but recruiter wont send him?

So I have a friend that lives in PA who has been to MEPS, taken the PAST test, passed and qualifies for PJ and is looking for either CCT or PJ jobs.
He swore into the DEP in December of 2009. His recruiter hasn't been relaying him any information and doesn't even hold a consistant DEP call.
Basically my friend was shipped out yesterday, but his recruiter said he cant ship out till december this year.
What are his options?

This whole post is confusing
If he left already he is in the hands of the Air Force, if he went in open general he is subject to anything the Air Force deems him to do or under any job he took he will proceed with.

ahh sorry guys, i didnt proof read anything before posting that.
let me go back:

Basically my friend WANTS shipped out yesterday, but his recruiter said he cant ship out till december this year (2010).
He took the PAST in January and qualifies for PJ. He wants either PJ or CCT.
He tried calling his recruiter today because now he is basically forced to sign DEP release so he can go Ranger in the Army.
He wants to really be in the Air Force but his recruiter is making it hard for him to do that by not answering his calls, or any questions when he goes into his office.
From what I have heard, if you discharge from DEP, getting into any other branch is basically impossible. (That info came from my recruiter)
That being said, What does he need to do?

I'm sure the Army will gladly take him as they are really looking to recruit people right now, and the AF is actually looking to drop their numbers, hence his DEP. That said, It's sounds like your friend hasn't gone back to MEPS to sign a new contract for PJ/CCT, which he would need to do. If he is having problems with this recruiter, I'd suggest the Following: 1. Call(alot) to set-up a meeting 2. Show up and try and catch them during his duty hours 3. Go to www.AirForce.com and click live chat at the top of the page to have those folks try and help track down and get in contact your Recruiter's supervisor to get this straightened out.

He definitely needs to go in instead of just calling. Active-duty recruiters are very busy guys. If you keep bugging them - and not to the point of annoying them - they'll eventually give in and help you just so they have one less thing to worry about. Just showing your face on a consistent basis (once/twice a week) will keep you in the forefront of their minds.
Almost everytime I go in for a visit I get the "aw, damn, I meant to call you about ______." My recruiter's been very helpful, but it's taken effort on my end to keep him on the ball.
