Letters of Recommendation

I'm applying to crosstrain to Pararescue in September and just had a quick question. Will letters of recommendation (outside the commander approval one) help with my package at all? I don't see them listed in considerations for FTA applying to retrain, so my first guess would be no. I've already checked the forums, AFPC, vMPF, and even the PJ/CCT/SERE recruiting CoP page on AFKN but couldn't find a definitive answer. Any help would be appreciated.

I'm not sure if anybody can give you a definitive answer, and I apologize if I'm out of my lane with this advice. You might as well get some letters of recommendation, it can't hurt. I had to get them as a condition for a waiver, but mine was a special case.

To whom would the letters be addressed? "To whom it may concern" is very impersonable, and not something my commander would like to write.
