If a civilian age 29 with a degree and AFROTC enlisted instead of commissioned to try out for CCT and completed...would he be able to apply for a commission before the age 35 cutoff if signed up for a 4 year commitment? I am confused about stop loss and retainability.

Not sure I understand the question. Your 29, have a degree, and completed ROTC. If you completed ROTC, then you have a commitment to the Air Force. Are you planning on turning down the commission?

Let me restate "if" and lets strike the AFROTC I just started looking into that aspect of commissiong option and thought you still had to attend OTS...I now understand there would be no reason for AFROTC...sorry about that. Let's say the degree only...would I still be allowed to commission before 35?

I believe you may apply for commissing once you have your 5 level. I work with 2 people affected by stop loss who were picked up for OTS and a third released for another commissing program.

5-level is not a prerequisite for OTS. I've known two airmen (A1C) who left for OTS before they hit their two year mark.

Guru is on target (as usual), but you need to understand that getting to OTS is not easy.
The"whole person" concept is used, so you compete against everybody. You won't get selected because you are a Combat Controller. Much of your training will help, but your evals will have to be top notch, and I believe they also figure your AFOQT scores and GPA into your final board score when evaluating your records.
It's not impossible, but you have to keep yourself very focused.

I apologize - I was talking about CCT and finishing the pipeline first then applying, not any other AFSC.
