Been reading/learning on and off for about 2 years now. Currently at my 2 year(6 year enlistee) mark as an air traffic controller, but hope to cross-train into CCT as soon as I can.

Just one question though!

In reference to:
4.5.2.1.2. First term airmen may apply for retraining prior to their normal CAREERS window if they have served a minimum of 24 months (36 months for 6 year enlistees) of their enlistment. Submit as an exception to policy. Members will use their CAREERS options.

Could someone explain this to me, or if my understanding is correct I can cross-train once I have 36 months in? When should I start paperwork for this? Thanks in advance.

Currently you have to apply online (vmpf) and submit an Exception To Policy letter (or tell them when you apply). There are a few examples around the site.
