All those questions have been answered...do a search and read the site. Military boots are authorized and whatever gear you bring may or may not be used, you'll just have to secure whatever is not allowed. Plan ahead before worrying too much about

You cannot retrain while assigned overseas. You have to be stationed in CONUS and have on-station support from leadership to pursue crosstraining.
